So PC saying that system is against them as well, he is basically agreeing that they no choice in accepting costs upfront from ?... FAR has right to push the costs onto the operator (!?).
The operator is always reimbursed for costs related to the JV by the other JV partners on a WI basis, so this may be more of an accounting issue. Anyway nobody forces them to be an operator ....
