I've always believed that WPL had a hand (if not the primary driver) for the way the contract was structured. As such, I don't believe they will try to claim compensation for non deviverability of the asset.
They now find themselves in the position of tying up cash for a few years with a good chance of loosing it at the end. If they have other investment opportunities, they would be best to pursue those. JIMHO
