The problem is that the administrator is attempting to sell Virgin Australia as a complete business. If the sale goes ahead AQZ would then need to negotiate with which ever PE business buys Virgin, to then purchase the Virgin FIFO business from them. Given this would be one of the few parts of the group generating any cash atm the new owners may not wish to sell it to AQZ, or if they did the price may not be very attractive.
