Ever considered that a Centro competitor may be in the background compelling WestLB to be persistant with their demands? This competitor may even be willing to pay WestLB for their cooperation. So in this scenario it doesn't matter if WestLB is last in the list of creditors to recoup their loans from Centro....
The business world is dodgy enouth to consider such a scenario... I just hope Uncle realises that this may be one of the reasons why the Germans are playing hardball..
