IF, (yes that was at the start of my sentence if you care to check) a visiting dignitary did announce something unexpected, all of what I said in my earlier post would be happening would it not? Which is why I said market sensitive info is not just announced in that way as you would well know, or is this another one of those times where you know something but pretend otherwise, you have a history there? If a visiting dignitary did decide to do it, and he was not aware of procedure you are right, nothing could stop him. But that would be a highly unusual circumstance and not the norm as I have stated. You just seem to like arguing for the sake of it don't you?

Anyhow I wonder if Mr Putin would consider announcing his plans at the Africa Down Under Conference?
