seems that Stinto was referencing the 14 Dec ANN & drArthur the 21 Dec aNN?, I think its strange but maybe not too relevant, but RRS did say ratified on 21 Dec and Africa Oil said ratified on 23 Dec. They are talking about the same body, so its odd the dates differ.
