I am not about to enter an argument over what is stated facts. Parliament approved earlier this month the agreement. As I have already stated and which Stinto mentioned, a parliament is just that a democratic representation of the population. It has a process which it must follow and that is the speaker was required to sign off the agreement. Nothing more needed to be agreed or debated, just a signature on a piece of paper. It's a recognised process. I cannot see what you can find to argue about.
