It's no different to bad parenting; ignore there is a problem with your child, do nothing about it, and you've just created baggage, that the child will have to carry for the rest of their life.
The more the Andrews government ignores this problem, the more Sudanese youth they are sentencing to a life of crime. On the other hand, if they acknowledged there is a problem, addressed this with the community leaders, came down hard on offenders, and went the zero tolerance route...….these people may have a chance, but that won't happen.
