It is not exploiting them at all. Every filo or any other person from a cheap country has an advantage over every person with only one citizenship.
They all have the option to save money here, and when the time is right buy a block of land and build a house for one tenth or one twentieth of the price it is to build one in Australia.
We do not have that option as Australians. I am not sure if you have ever tried to buy land over there but you can't.
Better to exploit them as you call it, by getting them to do the sheet low paying jobs that no lazy Aussie will do. Much better than getting fake African refugees over who wouldn't know a hard day's work if it bit them on their a55.
