Over representation is a problem but even if you reduced all crimes committed by Sudanese to zero, you would only reduce the crime rate by about 1%.

Personally, as a potential victim, I couldn't care if the perpetrator was Sudanese, Indian, Kiwi or Australian, I'd want them dealt with the same way under the law.
