Also your comments on the cost versus risk of trusting everything will be ok when there is potential for a "disaster" is puzzling. Are you suggesting everything should be made bulletproof from the word go.
There will always be potential. It's about mitigating risk. I'm sure you have seen those fancy risk hierarchy charts that pencil pushers love. Give regulators an inch and they will take a mile. There's goes your profits. May as well pack up and go home.
