Yes but who said DER are still not satisfied? Nobody. So where do you get this? Permeability questions still need answering? It's scaremongering. That's like me suggesting that management currently have the draft approval in their hands and DER is waiting for comment before the final rubber stamp. Quite possible but not my claim.
