Some reasons, would be that the black market would has different strains/flavours, not grown organically, GM.In my opinion, and I have spent some time in the US (researching, I don’t think that legalisation changes anything. Prescription drugs are legal and there is a black market for them. Yes, I know these illegally traded drugs come from legal manufactures as opposed to illegal growers, but my point is that there will always be a black market. I.e. some folks may not be able to get a ‘green card’, may not live near dispensaries, pricing, anonymity etc there’s a miriad of reasons.
