Renewable Energy Demonstration Program- REDP Grant

Aim of the REDP

The Renewable Energy Demonstration Program (REDP) is a $435m competitive grants program designed to accelerate the commercialisation and deployment of new renewable energy technologies for power generation in Australia. The REDP aims to:

· Demonstrate the technical and economic viability of renewable energy technologies for power generation through large-scale installations;

· Support the development of a range of renewable energy technologies for power generation in Australia;

· Enhance Australia’s international leadership in renewable energy technology for power generation development; and

· Attract private sector investment in renewable energy power generation.

What does it offer?

The program provides grants for eligible renewable energy power generation demonstration projects, of up to one third of the eligible expenditure on the project. As guidance, the size of grants to successful projects is expected to be in the range of $50 million to $100 million. The REDP aims to stimulate over $1 billion worth of investment in renewable energy technology for power generation, with the private sector contributing at least $2 for every $1 provided by the Program.

Who is it for?

Eligible companies can apply for funding to support a large-scale demonstration renewable energy generation project located in Australia. The program is designed to fill the gap between post-research and commercial uptake.

The REDP is targeted at project proposals that are relatively mature and are at the stage of commercial demonstration. Demonstration is taken to be the final step to address remaining technology risks around integration and scale-up, once the technology has been proven at pilot plant scale.

The project should be able to achieve specified performance outcomes and reliability standards. The appropriate scale for a demonstration project will vary depending on the generation technology.

Eligibility

To be eligible for the REDP, an applicant must be:

· a non-tax exempt Australian company incorporated under the Corporations Act 2001 or a wholly or majority owned Commonwealth or State Government body;

· able to demonstrate access to, or the beneficial use of, any intellectual property necessary to carry out the project;

· able to demonstrate that the project is a large-scale demonstration renewable energy project for power generation meeting the objective and outcomes of the REDP;

· able to demonstrate that the project technology is an eligible renewable energy generation technology; and

· not named as an organisation that has not complied with the Equal Opportunity for Women in the Workplace Act 1999.

Renewable energy technologies eligible for the REDP are:

· Solar, Geothermal, Wind, Biomass, Hydro systems, Ocean energy

· Combination technologies, combining those technologies above and including energy storage where it is part of one of those technologies.

Merit Criteria

Eligible applications will be assessed against the following merit criteria:

· Financial capacity including the ability of the applicant to match the REDP grant on the basis of at least two dollars for every one dollar provided by REDP to fund the costs of the project not met by the REDP as they fall due;

· Potential of the project to support the development and deployment of large-scale renewable energy generation in Australia;

· Technical strength of the project and the technical capability and resources available to the applicant;

· Management capability of the applicant; and

· The potential of the project to retain local, and attract international renewable energy expertise to Australia and enhance Australia’s share of the global market for renewable energy technologies.

How do I apply?

Applicants compete for limited grant funds, based on the merit of their application.

Potential applicants should complete a REDP Registration of Interest form to assist them to determine their suitability for the program. The Department plans to hold Application Workshops in March for potential applicants. Further information on the Workshops is provided in the Registration of Interest documentation. Applications open in February 2009, and the closing date for applications is 15 April 2009. Potential applicants are required to lodge a Registration of Interest in the program by 4 March 2009 (note: late entries may still be accepted) .

How are projects selected?

The merit of applications will be assessed by a Renewable Energy Committee, an expert panel appointed by the Minister of Resources and Energy. Final decisions on successful applications will be made by the Minister. Successful applicants will be required to enter a Funding Deed with the Commonwealth, within 30 days of a grant offer being made.
