Option 1....If the consolidation resolution does not get passed, then I assume that the major holders have not supported the resolution, therefore they will not be agreived.
Option 2.....If the consolidation resolution does get passed, then I assume that the major holders have supported the resolution, so they will be happy.
If you were illuding to the possibility of large holders selling off if they don't get their way, I don't think that you need be concerned. There are not that many with so many shares. There are only 4 holders with more than 10m.
My thoughts are that unless there is a huge protest vote (which is a possibility) that those 4 holders are who will decide the fate of the resolution. I do doubt that the fate lies with the directors (and friends) as they do not have sufficient clout.
