I think it's just some one who has sold most of their parcel dropping the price to clear their sale order. It happens on the buy side as well, eg someone might have bought say 199,900 shares of a 200,000 buy at 2.5c and they increase what's eft of their bid to 2.6 c or whatever so they can complete there purchase, in this case it was probably a sell at 2.5c with just 9 shares unsold so they dropped it to the closest buy price..
