OT: Any attempts to regulate such transactions would be hamfisted at best. I don't think it's a possibility but regulators are often tasked with matters outside of their competence level. The bigger concern with the proposed Bill is the ability to reduce the $10 000 limit by way of regulation. There will be no need to amend legislation as the minister will have the ability to unilaterally change the regulatory requirement.
