From what i've read it appears to be misrepresented by the media. South Korean Gov is wanting to pass a bill which will put more regulation on crypto trading. They aren't banning it, they want to limit tax evasion and money laundering. They want exchanges to force people to trade under their name, and not an untraceable letter and number combination.
Happy to be proven wrong, but that is my understanding.
