    Merchants already have right to surcharge - up until they choose to sell that right in contract.

    Perhaps the RBA should eat its own medicine and stop targeting aggregate inflation in order to "better signal the different costs of living across Australia". Why should we use central rates when they cause wealth transfers between areas that have different local inflation.

    Corrupt 'geniuses' at work over at the RBA I see.
