Its only a matter of time before merchants will be allowed to surcharge. Visa, Amex and MC all did the same thing, they claimed increased basket size just like APT. I get this feeling though, the RBA doesn't want to hit a new industry just yet, or something along those lines. Bottom line, APT is high interest short term finance for highly discretionary purchases. I like the 'budgeting' marketing and the plans to offer bank accounts etc, but we all know the core product will be a drainer if and when consumers pay a few bucks on top directly.
