The Australian financial services license to carry on a financial services business and the related supporting activities to ensure compliance with the license and entities like AUSTRAC are some of the barriers I refer to. In these cases a legal team that can explore the regulatory landscape before starting the venture is imperative. The software can be developed in someone's bedroom halfway across the world.
I felt that Afterpay and a few other top players did their due diligence while the "1000+" others you mention are going in thinking that the hard work has already been done.
