I disagree, reduction in fertilizer usage will increase the price of grains due to supply/demand. Fertilizer price will increase as the grains go up. The gov't subsidy is a problem not a solution.
It will more likely force inefficient farmers on postage stamps to consolidate their holdings, moving the rural population into the cities for jobs.
