I think the "hoping it'll go away" mentality exists at all levels.

May be the time of the arbiters selection could be where calling FAR's bluff is likely to be coming at an end. Bullant posted that is likely the end of Mar.

I think COP made three mistakes.
One, calling FAR's bluff with the PE
Two, hoping the issue will go away and not turning up at the Senegal's request for amicable discussions
Three, calling FAR's bluff with the ICC lodgment.

They probably didn't see FAR's legal counsel from Houston coming either, maybe they are hoping it's just going to be a local Aussie backyard solicitor.
