An elderly blind person near me has difficulty in getting cleaners. There are a couple of agencies operating in the area, but they can't get enough staff to fill current rosters. These are largely client funded, some get a subsidy.
The care clinics and residentials pay well above award and struggle to fill rosters - it is worse weekends and holidays.
A contributing factor is high unemployment benefit as people choose a beach lifestyle without work.
