how is a child to be prevented from accessing IS sites, porn or violence sites, sites where predatory child abusers hunt for contacts or where children can be radicalised against women, eg. the creeps who peddle misogyny and abuse of women?

the recent spike in intimate partner, or domestic, violence and murders of women have been suggested as the effect of children's access to such misogynistic sites. the information gathered of rapes in recent years has identified strangulation as increasing in such incidents. its been described by researchers that theres so many sites where women are abused that young boys have been accessing, thanks largely to social media algorithms directing these sites to twitx and face book etc pages.
it seems an insidious problem
an ABC report suggests that age verification would rely on specialised Ai software that can assess a persons' age using the camera on the computer terminal and issue a "token" which I take to be a form of cookie that can be accessed by porn or violence websites in place of the old 'tick this box if you are older than 18 years'.
but wouldn't this be more Big Brother tech that invades our privacy and exposes us to monitoring of our won activity on the Internet? it means tat if I want to access a porn site I too would need such a token. isn't this a privacy breach?
the article I linked only mentions David Coleman's (Lib MP) private members bill. but I would like to know details of Coleman's plan. and why the ABC asserted the Sky News claim that Coleman is being "restricted".
