Cleaning up the rorts through Centrelink would be a good start. Labor will be loath to make cut backs because the vast majority of their supporters are dependent on Centrelink in some way, and they know it.

Could start with the stopping of refugee airfares to visit relatives from their country of origin and families taking responsibility for their children while studying. My two had a perfectly good home to live and study in but the benefits centrelink gave them made it very easy to live out of home,have a part time job and study.How ridiculous is this.

Don't start me on single mothers who do it by choice.
