No it will not lead to an investigation. We are already losing track of the investigations and re-regulation of electricity and gas supply costs.
Businesses who buy a large volume of goods get a lower price per unit. The same was if a business needs 200 pens per year for its staff it will be able to buy them wholesale at maybe 50% or less the price me or you would pay if we went into Coles to buy one pen.
The article is pure clickbait to create a negative headline for AGL.
The author could equally look at the network costs per GJ of gas and highlight the difference there but has chosen not to. The price retail customers pay is 8 times what the business customer pays ($11.2/GJ versus $1.4/GJ). Why isn't that highlighted which is a major part of the difference?
Anytime you look at it on a $/GJ the price will look high for retail due to the small number of GJ retail customers use compared to business customers.
