Yes, $450 mill does seem a lot.
But your $1 figure seesm a bit low. We got a quote for rooftop solar from AGL which was about $2 per watt. (3kW for $5600, before rebates)
Maybe they will use industrial spec panels, which could cost more. And the inverters would have to be massive. And there's the poles and wires to be built.
