In the context of the theory that Mr. Thai may (or may not) be trading a parcel, a Form 604 is required if a substantial holder parcel varies by 1% or more (up or down) of their own total holding...nothing to do with total shares on issue.
You become a substantial holder when you hold 5% or more of total shares on issue in a company.
Galoc phase II up and running without a problem will be the domain of the operator, GPC.
NDO is a JVP % paying bystander, and probably hoping (like us) for no delay causing stuff-ups reminiscent of the Galoc redevelopment in 2008.
