I don't think it will come to arbitration. The facts seem to be they have an agreement in principal, but the CLC have trouble getting their members together to get a formal vote. To suggest fairly typical reasons for the area as to why might lead to your post being modded.

So I'll just leave a link to a pic of CLC delegates here and note it IS terrible what has happened to their culture since white people turned up. I'm glad there are mechanisms to see they benefit directly from any mining on their land. I hope TNG royalties pay for opportunities for their young people and allow them to keep their heritage alive, rather than exist on the margins of ours and the toll that takes.
