Jmos, there's a good chance people are reading between the lines re: settlement comments.
The strong narrative/stance from the chairman is to put more pressure on WPL to come up with a monetary solution should COP lose, because WPL are so entrenched in the project.
Even today there is more talk about it in the public sphere than i can recall - job done Nick, well done. It's to put pressure on WPL (IMSO) to deal. FAR (IMO) would prefer WPL stay on (with $ settlement to FAR), so the project stays on course.
