Most likely the BFS was delayed a few months because it has a target audience of 1 - SKI.  Once the BFS is released, then a clock starts ticking for SKI to commit to funding.  Wording in the agreement will say the BFS must be of a standard acceptable to SKI, to start that clock ticking.  So if you are SKI, and not ready to commit funding for some reason, then you will have queries on the draft BFS and ask for more work to be done, before you can signoff the BFS as being of acceptable quality and final.

So if the BFS is being released, it most likely means SKI is now happy for the clock to start ticking on their funding commitment.  Which means SKI is ready to commit themselves.

There's other possibilities, but this is most likely background scenario IMO.
