I don't like the handout either. However, seven cents is a forty per cent increase on the present SP of five cents. There have and still are plenty to buy in the 5.0 - 5.4 cent range. If 7 cents is a given then anyone can make the same forty per cent by buying now (admittedly with one's own money). This is not ramping, just stating the obvious.
