Can you please clarify (when you come back). But personally, I think any company that they can't get staff but do PP advertising for the said staff indicates the competence of the management (take that as you please)
A company that has to go into a trading halt because it had no idea it's partner was releasing price sensitive news on a tenement the company owns also indicates the competence of the management (also take that as you please)

I could go on. But if you call that down ramping, so be it. I, as a SH, have a different view to yours then. But being a business owner I can tell you whose opinion possibly holds more weight.
