Totally makes sense, the larger site/cost associated with phase 2 could enjoy significant economies of scale, when potentially combined with the GXY hub.
Then move phase 1 to another location once phase 2 is optimised. Rather than go all in on the larger site straight up, for phase 1. At additional costs. And also disrupt the operation of phase 1 during the scale up process.
