It was likely work done at risk. GOM are taking the write off for the effort/material they undertoook in anticipation of future repayment while SAS says “we never agreed to pay you before you started.” It’s not unusual from a bookkeeping point of view, although I do enjoy the righteousness of your posting. You would have been a top fire lighter during the Spanish Inquisition.
