I think Tony James was genuine and just got fed up with all the procrastination and bureaucracy. It seems that there was simply no interest from government and Norton in getting the project up and working; the impression I got from TJ is that the Greens (or at least environmentalist) had control of the Dept of Mines and simply did not want new mines as part of the Qld economy. He found that the issue of cleaning up the existing environmental problems and doing something for the local economy just did not figure. Eventually it got all to hard and TJ was not convinced that they would ever get the go ahead by government. he said the NPV (I guess with "risk" factors) just did not justify proceeding. It would appear that AISC of $860 was not the major issue - it was the risk (i.e nobody (apart from the local one nation member) appeared to want it to happen)
