    It will be something for the bidders to consider and add into their models. Could even be something that the Govt will fund to some degree - they earn plenty of money thru oil over there (5th largest supplier to the US).

    It's also why I am wondering if barging is also a possibility. A very large river (the Niger) runs through Lokoja.
