Hi Rosie, my understanding of the "government funding" is:
NAIF (North Australia Infrastructure Facility) was set up by the Turnbull government to approve loans up to $5 billion dollars. It was mentioned in one of the newspapers they could approve loans up to 50% of a projects cost. (there is a fact sheet that can be downloaded showing a map what defines Northern Australia).

The (naif) board was set up to assess applications for different projects. The only reason anyone knows that BBIG (BBI Group) approached NAIF for funding is that this information was leaked to the press and BBI Group declined to comment when they were asked by the press. (they may deny everything)
Going by the information sheet the funding is for mainly infrastructure projects and given BBIG have the rail proposal, FMS probably wouldn't meet the relevant criteria.
