I think its made clear on page 39 of Notice of AGM, being section 11.3 (s), paragraph 2:
"The granting of the loans will have no effect on the Company's cashflow (other than in respect of any costs associated with the granting of the loan which are not expected to be material) as the Plan Shares will be issued to each participant and a loan granted for the total value of Issue Price of the Loan Shares."
Also of note, on page 35, section 11.3 (e):
"The Company intends to make an offer to Eligible Directors as soon as possible following this Meeting, and in any event, within 12 months after the date of Shareholder approval."
