Everyone is probably getting tired of me posting but it seems to have gone quiet so i will have a shot at answering your question.

From what I was told Open - Useable is where a person has nominated the Chair to vote on their behalf but has not indicated a position of the vote, that is "for" or "against". It is left up to the Chair to decide which way to vote. When people vote by proxy they can nominate the Chair to vote on their behalf but still select if the Chair has to vote specifically "for" or "against" as instructed by the shareholder. The Open Useable means they haven't nominated a preference.
