All I can say is refer to previous paragraph posted today, this I think explains everything when it comes to understanding government departments as well.
"I understand the supply and demand aspect, but it's of my belief that the quality you refer too is frequently under qualified!!! And the share holder all too often gets skrewed because of this incompetence and the incompetence to qualify quality or worthlessness in a potential candidate for such a privileged postition."
