Well hope you and other holders vote NO enabling the 25% provision to be hit. That result would effectively constitute a warning, not a punishment.
Kind of like when we were kids decades back when if you screwed up, the old man clipped you round the back of the head. Then a couple of days later, even when on the best behaviour, bam, out of the blue comes another smack from the old man. When asked why, the response was not for something done wrong, rather a reinforcement of the previous whacking. And as a disclaimer to liberals, on no ocassion was I injured or hospitalized. But did get a decent grounding in ethics, morality and consequences.
