Read the announcement carefully.
Resolution 3 is ratification of the previous allotment at 1.07 cents and is clearly dated "Date of Issue - 5/2/2010"
Resolution 4 relates to the new placement which i note HAS NOT been placed yet (announced on 18/10/2010). It is required to be approved by the board due to resolution 3.
In the capital raising it states...
'..The?Company?will?be?seeking?ASX?quotation?of?the?Shares?and?Options..'
This has not yet been announced.
