If there is some issue with the debt funding from the bank, I dont see any hurdles that wouldnt allow the company to raise the balance of funds for construction from investors. I beleive they can raise 15% of their issued share capital from investors each year.

This will lead to a small delay and more shares on issue but.... on the positive side this would in turn mean the company could remain debt free and hedging of silver output would not be required.

I would be happy to buy additional shares to raise the balance of funds required.
