How about you ask OEX management for a copy of their Risk Management Plan.

IF it existed, it should have contained a statement(s) to say that the contract with the drilling rig operator had to have a fall back position/ standby strategy/etc to cover the event of BHA/drill string failure/etc. As you have confirmed: "These things happen with wells" so there should be no excuse for not having a plan to cover the event.

In my world and in my day, one could delegate responsibility but not accountability and the latter, my friend, sits with OEX management.
