With sulfur content at 4% when wet, what would be the % after it's dried? That's probably the main point. I would expect most new power stations to be built with clean-coal technology that can deal with some level of sulfur. How restrictive are the export market's emission legislation also a factor.
The 3 pronged attack can also be viewed as expectation of slower progress on the coal game.
