    No, they will be required by corporate law to announce approvals once they have them and then they need to find the extra dollars to pay the costs that are triggered.

    They can not sit on approvals to avoid the costs and to do so would be foolish.

    Once approvals are achieved finance should become easier (as a set construction/production time frame can be established) and I believe that HP will step up for the triggered fees.

    I was surprised by the question of extra costs triggered at approval and even more surprised by the answer, I think that we were all expecting something like tens of thousands of fees to some government department for a license or something similar.
