Well, for it to be a hint, it must be taken rather than mis-taken. So take a hint, the PE dispute is not over.
Some key points:
• FAR lodged a JOA dispute on the 28th day of the notice period that began on the 14th July. It was lodged in Houston and COP acknowledged it. FAR was in Houston at the time. They did not take action too late.
• FAR were the only ones who expressed an interest in PE, Petrosen didn't.
• Arbitration will take 1 year and cost about $1 million and looks likely to happen unless COP make a settlement.
• The delay to get to arbitration involves investigation of all the ramifications.

They are the main PE related points I got from the Q&A. I recorded it, so its not just my recollections.
I don't recall hearing a definite statement that the dispute was lodged within the 30 day time period before.
