If you need examples on how hard it is to extract anything from the Big Boys, go to PVD forum - their claim was much more stronger than FAR and they only got about $7M about nearly 3 years, less their own costs, probably 3 to 4 M (my guess here).
Definitely a credibility issue in the above statement! On the one hand you are saying $10M for one year and then on the next hand you state $3-4M cost estimate over 3 years! Does that equate to roughly $1M per year??
Definitely a case of "Foot In Mouth".
